會議指出,實施大規模增值稅(shui)留抵(di)(di)退(tui)稅(shui),對(dui)助企(qi)(qi)紓困、穩經(jing)濟(ji)發揮了關鍵(jian)作用(yong),消化了大部分積累多年的留抵(di)(di)稅(shui)額,對(dui)國有、民營、外資市(shi)場主體一視(shi)同(tong)仁(ren)。制造業(ye)新增留抵(di)(di)退(tui)稅(shui)到(dao)賬平均時(shi)(shi)間已壓縮至2個(ge)工(gong)作日,要繼續落實好這一即(ji)申即(ji)退(tui)舉措,同(tong)時(shi)(shi)加大對(dui)小(xiao)微(wei)企(qi)(qi)業(ye)、個(ge)體工(gong)商戶的退(tui)稅(shui)服務(wu)力度,確保應退(tui)盡退(tui)快退(tui)、及時(shi)(shi)受惠,保市(shi)場主體、保就業(ye)和民生。對(dui)偷稅(shui)漏稅(shui)擾亂(luan)退(tui)稅(shui)政策(ce)的依法懲處。

 國務院:《促進個體工商戶發展條例》發布,加大個體工商戶合法權益保護力度

日(ri)前(qian),《促進個(ge)體工商戶發(fa)(fa)展條例(li)》(以下簡(jian)稱《條例(li)》)對外(wai)發(fa)(fa)布,將于(yu)2022年(nian)11月1日(ri)起施(shi)行。

《條(tiao)例(li)》鼓勵(li)、支持(chi)和引導(dao)個體(ti)經濟(ji)健康發(fa)展,維護個體(ti)工商戶合法(fa)權益,穩定和擴大城鄉就業,充(chong)分發(fa)揮個體(ti)工商戶在(zai)國民經濟(ji)和社(she)會發(fa)展中的重要(yao)作用。《條(tiao)例(li)》共39條(tiao),主(zhu)要(yao)內(nei)容包括:

 國務院辦公廳:發布深化“放管服”改革重點任務分工方案,依靠改革開放釋放經濟增長潛力

近日,國務院辦公(gong)廳發布《第十次(ci)全(quan)國深(shen)化“放(fang)管(guan)服”改(gai)革電視(shi)電話(hua)會(hui)議重點(dian)任務分工方案》,明確(que)了(le)依靠改(gai)革開放(fang)釋(shi)放(fang)經濟增長(chang)潛力、提升(sheng)面(mian)向市場主體(ti)和人民群眾的政務服務效能、著力推動已(yi)出(chu)臺政策落地(di)見效等(deng)舉(ju)措,包括(kuo):繼(ji)續深(shen)化利(li)率(lv)市場化改(gai)革,釋(shi)放(fang)貸款市場報(bao)價(jia)利(li)率(lv)形(xing)成(cheng)機制改(gai)革效能;延續免征新能源汽(qi)車(che)購置稅(shui);2022年底前再增設(she)一批跨境電子商(shang)務綜(zong)合試驗區等(deng)。

在依靠改(gai)革(ge)開放釋(shi)放經濟增(zeng)長(chang)潛力方面(mian),《分工方案》提出繼續(xu)把培育壯大市場主體(ti)作為深化(hua)“放管服(fu)”改(gai)革(ge)的重要著力點(dian),堅(jian)持(chi)“兩個毫不動搖”,對各類所有制企(qi)業(ye)一(yi)視同(tong)仁(ren),依法(fa)平等保(bao)護各類市場主體(ti)產(chan)權和合法(fa)權益、給予(yu)同(tong)等政(zheng)策支持(chi)。

在(zai)提(ti)(ti)升面向市(shi)場主體和(he)人(ren)民(min)群眾的政(zheng)(zheng)務(wu)服務(wu)效(xiao)能方面,《分工方案》提(ti)(ti)出(chu)繼續行(xing)簡政(zheng)(zheng)之(zhi)道,放出(chu)活力、放出(chu)創造力。落實和(he)完(wan)善(shan)行(xing)政(zheng)(zheng)許(xu)可事項(xiang)(xiang)清單(dan)制(zhi)度,堅決防止清單(dan)之(zhi)外違法實施行(xing)政(zheng)(zheng)許(xu)可,2022年(nian)底(di)前(qian)省、市(shi)、縣級(ji)(ji)要編(bian)制(zhi)完(wan)成本級(ji)(ji)行(xing)政(zheng)(zheng)許(xu)可事項(xiang)(xiang)清單(dan)和(he)辦事指南,加快(kuai)實現同(tong)(tong)一事項(xiang)(xiang)在(zai)不同(tong)(tong)地區和(he)不同(tong)(tong)層級(ji)(ji)同(tong)(tong)標準、無差別辦理。

在著力(li)(li)推(tui)動已出臺政策(ce)落地見效(xiao)方面,《分工方案》提出用(yong)“放管服”改革辦(ban)法加快釋放政策(ce)效(xiao)能(neng),推(tui)動各(ge)項助企(qi)紓(shu)困政策(ce)第一時間落到市場主體,簡化辦(ban)理程序,盡可能(neng)做到直達快享、“免申即(ji)享”。各(ge)級政府包括財政供(gong)養單位都要真正過緊日子,盤活(huo)存量(liang)資(zi)金(jin)和(he)資(zi)產,省級政府要加大財力(li)(li)下沉力(li)(li)度,集(ji)中更多(duo)資(zi)金(jin)落實(shi)惠(hui)企(qi)利民(min)政策(ce),支持基(ji)層保基(ji)本民(min)生支出、保工資(zi)發放。嚴厲(li)整治亂收(shou)費亂罰款亂攤派等行為。

 國家發改委:推動外資擴增量穩存量提質量,引導制造業外商國內梯度轉移

10月(yue)25日(ri),國家(jia)發展改革(ge)委等6部門印(yin)發《關于(yu)以制造業(ye)為重(zhong)點促進(jin)外(wai)(wai)(wai)資(zi)(zi)擴增量穩存量提質量的(de)若(ruo)干政策措施》(以下簡稱《措施》),進(jin)一步(bu)加大制造業(ye)引資(zi)(zi)力度,著力解決外(wai)(wai)(wai)商(shang)投(tou)資(zi)(zi)企業(ye)面臨的(de)突出問題,全(quan)面加強外(wai)(wai)(wai)商(shang)投(tou)資(zi)(zi)促進(jin)和服務,推(tui)動利用外(wai)(wai)(wai)資(zi)(zi)高質量發展。

《措施》明確(que)了當前(qian)和今后(hou)一段時期我國利用外(wai)資(zi)工作的方向和重點任(ren)務:

一是優化(hua)投資(zi)(zi)(zi)環境(jing),擴大外商(shang)(shang)投資(zi)(zi)(zi)增量。深入實(shi)(shi)(shi)施外資(zi)(zi)(zi)準(zhun)(zhun)入負面清單,盡(jin)快將(jiang)開放政(zheng)策轉化(hua)為實(shi)(shi)(shi)實(shi)(shi)(shi)在在的(de)外資(zi)(zi)(zi)項(xiang)(xiang)目(mu)。高標準(zhun)(zhun)落(luo)(luo)實(shi)(shi)(shi)外資(zi)(zi)(zi)準(zhun)(zhun)入后(hou)國民待遇,保(bao)障(zhang)外商(shang)(shang)投資(zi)(zi)(zi)企業(ye)依(yi)法(fa)依(yi)規平等享受相(xiang)關支持(chi)政(zheng)策。推(tui)動外資(zi)(zi)(zi)項(xiang)(xiang)目(mu)簽約落(luo)(luo)地(di),加大項(xiang)(xiang)目(mu)政(zheng)策支持(chi)和服務保(bao)障(zhang)力(li)度。

二是(shi)加強投資服務,穩定外商投資存(cun)量(liang)。便利國際商務人員往來,在做好(hao)新(xin)冠肺炎疫情防控前提下,便利跨(kua)國公(gong)司、外商投資企業高管、技(ji)術(shu)人員及其家屬出(chu)入境。

陜西:2023年底企業開辦時間壓縮至1個工作日,開展涉企違規收費專項整治行動

日前,陜西省市(shi)(shi)場(chang)(chang)監(jian)(jian)管局、省發展改(gai)革(ge)委、省公(gong)安廳、省商務廳等7部門聯(lian)合制定(ding)《貫徹落實〈關于推(tui)進清廉陜西建設的意見〉“規范市(shi)(shi)場(chang)(chang)監(jian)(jian)管”重點任務的工作方案》(以下簡稱《工作方案》),從4個(ge)方面明(ming)確重點任務,旨在提高市(shi)(shi)場(chang)(chang)監(jian)(jian)管水平,規范市(shi)(shi)場(chang)(chang)秩序。

 山東:2022年底前推動涉稅業務流程信息實時共享,2023年底實現不動產登記交易納稅網上辦理

日前,國家稅務(wu)(wu)總局(ju)山東省(sheng)稅務(wu)(wu)局(ju)和山東省(sheng)自然資源(yuan)廳聯合(he)發布(bu)《關于深(shen)化(hua)不(bu)動產登記和辦稅便利化(hua)改革(ge) 持(chi)續助力營商環境升(sheng)級實(shi)(shi)施(shi)方案》(下稱《實(shi)(shi)施(shi)方案》)。

《實施方案(an)》中提(ti)出總體目標,2022年底前,山(shan)東省所有市、縣(xian)自然資源主管部(bu)門(men)和稅(shui)務部(bu)門(men)形成完(wan)善(shan)的(de)不動產登記(ji)涉稅(shui)業務全流程信(xin)息實時共享機(ji)制;2023年底前,實現不動產登記(ji)、交(jiao)易(yi)和繳(jiao)納稅(shui)費流程“網上(掌(zhang)上)辦理”,形成“聯辦系(xi)統+繳(jiao)稅(shui)終端+網上協作(zuo)+實時回傳”+“電子檔(dang)案(an)”的(de)“4+1”便(bian)利服務工作(zuo)機(ji)制。主要包(bao)括2個(ge)領域共8個(ge)方面工作(zuo)任務:

一(yi)(yi)(yi)(yi)是(shi)持續深化(hua)數(shu)據(ju)共(gong)(gong)享(xiang)(xiang)。1.明確信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)享(xiang)(xiang)內容(rong)。自(zi)(zi)然資源(yuan)(yuan)主管(guan)(guan)(guan)部門(men)(men)按照統(tong)(tong)一(yi)(yi)(yi)(yi)格式(shi)向(xiang)稅(shui)(shui)務(wu)(wu)部門(men)(men)推送統(tong)(tong)一(yi)(yi)(yi)(yi)受(shou)理(li)的(de)不動(dong)(dong)(dong)產(chan)(chan)登(deng)記(ji)(ji)(ji)申(shen)請和辦(ban)稅(shui)(shui)信(xin)(xin)(xin)息(xi)(xi);根(gen)據(ju)需(xu)要(yao)向(xiang)稅(shui)(shui)務(wu)(wu)部門(men)(men)開放查詢端口,提(ti)供征稅(shui)(shui)所需(xu)信(xin)(xin)(xin)息(xi)(xi)的(de)查詢核驗服務(wu)(wu)。2.統(tong)(tong)一(yi)(yi)(yi)(yi)信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)享(xiang)(xiang)方式(shi)。2022年底前,全省所有市、縣(xian)稅(shui)(shui)務(wu)(wu)部門(men)(men)和自(zi)(zi)然資源(yuan)(yuan)主管(guan)(guan)(guan)部門(men)(men)均應(ying)(ying)通(tong)過山(shan)東(dong)省不動(dong)(dong)(dong)產(chan)(chan)登(deng)記(ji)(ji)(ji)“一(yi)(yi)(yi)(yi)網通(tong)辦(ban)”平(ping)(ping)臺(以(yi)(yi)下簡稱“一(yi)(yi)(yi)(yi)網通(tong)辦(ban)”平(ping)(ping)臺)與不動(dong)(dong)(dong)產(chan)(chan)登(deng)記(ji)(ji)(ji)和征稅(shui)(shui)業務(wu)(wu)聯(lian)辦(ban)系統(tong)(tong)(以(yi)(yi)下簡稱“聯(lian)辦(ban)系統(tong)(tong)”)實現信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)享(xiang)(xiang),建立“登(deng)記(ji)(ji)(ji)申(shen)請-申(shen)報(bao)納稅(shui)(shui)-登(deng)簿發證”全業務(wu)(wu)鏈條信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)享(xiang)(xiang)閉環管(guan)(guan)(guan)理(li)。同(tong)時,進一(yi)(yi)(yi)(yi)步完善共(gong)(gong)享(xiang)(xiang)涉(she)稅(shui)(shui)信(xin)(xin)(xin)息(xi)(xi)的(de)自(zi)(zi)動(dong)(dong)(dong)預填功能(neng),減少(shao)重(zhong)復(fu)信(xin)(xin)(xin)息(xi)(xi)的(de)錄入,提(ti)高業務(wu)(wu)辦(ban)理(li)效率。3.優化(hua)電(dian)子檔(dang)案管(guan)(guan)(guan)理(li)。稅(shui)(shui)務(wu)(wu)部門(men)(men)和自(zi)(zi)然資源(yuan)(yuan)主管(guan)(guan)(guan)部門(men)(men)對(dui)不動(dong)(dong)(dong)產(chan)(chan)業務(wu)(wu)登(deng)記(ji)(ji)(ji)及涉(she)稅(shui)(shui)業務(wu)(wu)信(xin)(xin)(xin)息(xi)(xi)做(zuo)到“應(ying)(ying)享(xiang)(xiang)盡享(xiang)(xiang)”、“應(ying)(ying)采(cai)盡采(cai)”。4.深化(hua)數(shu)據(ju)成果應(ying)(ying)用。省級(ji)自(zi)(zi)然資源(yuan)(yuan)主管(guan)(guan)(guan)部門(men)(men)和稅(shui)(shui)務(wu)(wu)部門(men)(men)深入推進“以(yi)(yi)地控稅(shui)(shui)、以(yi)(yi)稅(shui)(shui)節地”工(gong)作,以(yi)(yi)不動(dong)(dong)(dong)產(chan)(chan)單(dan)元(yuan)代(dai)碼為關鍵字段,通(tong)過“一(yi)(yi)(yi)(yi)碼關聯(lian)”加強地籍數(shu)據(ju)信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)享(xiang)(xiang)。

二是(shi)不(bu)斷優化(hua)(hua)(hua)“一(yi)窗(chuang)(chuang)辦(ban)(ban)(ban)事(shi)(shi)(shi)”。5.提升“一(yi)窗(chuang)(chuang)辦(ban)(ban)(ban)事(shi)(shi)(shi)”管理精度。本(ben)著(zhu)精簡、高效的原則,各市(shi)、縣稅(shui)(shui)(shui)(shui)務(wu)(wu)(wu)(wu)(wu)(wu)部(bu)(bu)門(men)(men)和(he)自(zi)然資(zi)源(yuan)主管部(bu)(bu)門(men)(men)進一(yi)步細分各稅(shui)(shui)(shui)(shui)費征(zheng)、免(mian)業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)類型(xing),規范“一(yi)窗(chuang)(chuang)辦(ban)(ban)(ban)事(shi)(shi)(shi)”業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)流程和(he)資(zi)料(liao)清單,完善統(tong)一(yi)線下(xia)綜合受理窗(chuang)(chuang)口業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)規則,堅決取(qu)(qu)消(xiao)違(wei)法違(wei)規的前(qian)置環節(jie),合并相近環節(jie),優化(hua)(hua)(hua)辦(ban)(ban)(ban)事(shi)(shi)(shi)流程。6.推(tui)進“一(yi)窗(chuang)(chuang)辦(ban)(ban)(ban)事(shi)(shi)(shi)”業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)深度。稅(shui)(shui)(shui)(shui)務(wu)(wu)(wu)(wu)(wu)(wu)部(bu)(bu)門(men)(men)推(tui)廣應用聯辦(ban)(ban)(ban)系(xi)統(tong)申(shen)報繳稅(shui)(shui)(shui)(shui)自(zi)助(zhu)終端,自(zi)助(zhu)終端應具備申(shen)報信(xin)息(xi)查詢及簽字確認、納稅(shui)(shui)(shui)(shui)申(shen)報、多渠道繳款、完稅(shui)(shui)(shui)(shui)憑(ping)證(zheng)查詢及獲取(qu)(qu)功能,推(tui)行不(bu)動(dong)產登(deng)記及涉稅(shui)(shui)(shui)(shui)業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)信(xin)息(xi)“一(yi)窗(chuang)(chuang)”采集(ji)、資(zi)料(liao)“一(yi)窗(chuang)(chuang)”收集(ji)校驗、稅(shui)(shui)(shui)(shui)款“一(yi)窗(chuang)(chuang)”繳納、涉稅(shui)(shui)(shui)(shui)業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)表證(zheng)單書“一(yi)窗(chuang)(chuang)”確認領取(qu)(qu),滿足(zu)業(ye)務(wu)(wu)(wu)(wu)(wu)(wu)大廳(ting)、不(bu)動(dong)產登(deng)記延(yan)伸服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)等(deng)(deng)多場景下(xia)的繳稅(shui)(shui)(shui)(shui)需求(qiu),提升不(bu)動(dong)產登(deng)記和(he)辦(ban)(ban)(ban)稅(shui)(shui)(shui)(shui)便(bian)利化(hua)(hua)(hua)程度。7.推(tui)動(dong)“一(yi)證(zheng)通辦(ban)(ban)(ban)”應用力度。支持有條件的地方(fang)(fang)依托山東政務(wu)(wu)(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)平臺打(da)通部(bu)(bu)門(men)(men)間(jian)信(xin)息(xi)數據壁壘,統(tong)一(yi)流程環節(jie),加強系(xi)統(tong)融合,以身份證(zheng)明信(xin)息(xi)為身份信(xin)任源(yuan)點,實現部(bu)(bu)門(men)(men)間(jian)信(xin)息(xi)歸(gui)集(ji)、核驗、應用。8.擴展“一(yi)網(wang)通辦(ban)(ban)(ban)”服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)維度。為納稅(shui)(shui)(shui)(shui)人提供PC、移動(dong)設備、自(zi)助(zhu)設備等(deng)(deng)端口的全場景遠程辦(ban)(ban)(ban)稅(shui)(shui)(shui)(shui)解決方(fang)(fang)案。

安徽安慶:多措并舉推動企業訴求辦理工作,推動解決企業用工難用地難融資難等問題

2022年,安(an)徽省安(an)慶市認真貫徹全(quan)省“一改兩為(wei)”大會精神,用(yong)心(xin)用(yong)情用(yong)力(li)解(jie)決(jue)企業(ye)訴(su)求,以實際行動贏得企業(ye)的(de)滿意和好(hao)評。1-9月(yue)份,線(xian)上線(xian)下共(gong)收集企業(ye)問題9321個(ge),已辦(ban)結(jie)8952個(ge),辦(ban)結(jie)率96%,解(jie)決(jue)率92.21%。

一是拓(tuo)寬訴(su)求收集渠道。32名市(shi)級領(ling)導聯(lian)系(xi)(xi)包保65家企業(ye)(ye)和50個(ge)項(xiang)目(mu),實行每(mei)月(yue)聯(lian)系(xi)(xi)、每(mei)季度走訪。市(shi)主(zhu)要領(ling)導每(mei)月(yue)舉辦一次“宜咖(ka)吧”企業(ye)(ye)家沙龍,每(mei)兩個(ge)月(yue)召開一次企業(ye)(ye)家座(zuo)談會(hui)。截(jie)至目(mu)前,市(shi)主(zhu)要領(ling)導共接(jie)待企業(ye)(ye)247人次。各縣(市(shi)、區)黨(dang)政領(ling)導每(mei)月(yue)開展政企溝通對話,面(mian)對面(mian)聽訴(su)求、解難題(ti),截(jie)至目(mu)前,共收集企業(ye)(ye)問題(ti)492個(ge),已(yi)解決405個(ge),正在推進87個(ge)。

二是提升訴(su)求(qiu)辦(ban)(ban)(ban)理質效。印發了《安慶(qing)市企(qi)業(ye)訴(su)求(qiu)辦(ban)(ban)(ban)理工作暫行辦(ban)(ban)(ban)法》,建立訴(su)求(qiu)精準交辦(ban)(ban)(ban)、部門會(hui)商、限時辦(ban)(ban)(ban)理、提級調度、掛(gua)牌督辦(ban)(ban)(ban)、回訪(fang)測評等閉環辦(ban)(ban)(ban)理工作機(ji)制。目前,共“點(dian)對(dui)(dui)點(dian)”交辦(ban)(ban)(ban)線下各類活動訴(su)求(qiu)44批次1099件;市、縣累計對(dui)(dui)重難點(dian)訴(su)求(qiu)召開多部門會(hui)商會(hui)69次;對(dui)(dui)17個企(qi)業(ye)訴(su)求(qiu)經調度無實質性進展的,提請市政府專題(ti)調度;對(dui)(dui)6個縣(區)重難點(dian)訴(su)求(qiu)推進辦(ban)(ban)(ban)理緩慢的,下發藍牌提醒督辦(ban)(ban)(ban)單,并實行“一(yi)對(dui)(dui)一(yi)”約談,推動訴(su)求(qiu)辦(ban)(ban)(ban)理銷號清(qing)零。對(dui)(dui)已(yi)辦(ban)(ban)(ban)結訴(su)求(qiu),進行電(dian)話回訪(fang)或實地走訪(fang),企(qi)業(ye)滿(man)意率98.5%以上。

三是(shi)著(zhu)(zhu)力解決(jue)“一(yi)類(lei)(lei)問(wen)題(ti)”。匯總梳(shu)理536家企業(ye)(ye)(ye)(ye)反映的用工難(nan)、用地難(nan)、融資難(nan)等方面“一(yi)類(lei)(lei)問(wen)題(ti)”,通(tong)過(guo)分類(lei)(lei)施策(ce),逐(zhu)一(yi)推動(dong)解決(jue)。組織推薦362家企業(ye)(ye)(ye)(ye)參加線上線下“2+N”主(zhu)題(ti)招聘(pin)、“八大產業(ye)(ye)(ye)(ye)鏈”網絡直播(bo)招聘(pin)、“千(qian)企萬崗”云招聘(pin)等活(huo)(huo)動(dong),累計(ji)助企招聘(pin)技術員工約3500人。開(kai)展金融暖企、“千(qian)名行長進萬企”等活(huo)(huo)動(dong),發布(bu)7期融資需求(qiu)推介單,召開(kai)6場專場銀企對接活(huo)(huo)動(dong),解決(jue)融資問(wen)題(ti)95個。圍(wei)繞“土地要素跟著(zhu)(zhu)項目(mu)走”,及時(shi)保(bao)(bao)障重(zhong)點(dian)項目(mu)用地,通(tong)過(guo)“宜咖吧企業(ye)(ye)(ye)(ye)家沙(sha)龍(long)”、聯系包保(bao)(bao)走訪企業(ye)(ye)(ye)(ye)等活(huo)(huo)動(dong)收集18家企業(ye)(ye)(ye)(ye)1404畝土地指標訴求(qiu),已(yi)全部落(luo)實解決(jue),充分保(bao)(bao)障工業(ye)(ye)(ye)(ye)項目(mu)用地需求(qiu)。
