國常會:狠抓穩經濟一攬子政策落地見效 為明年經濟增長打好基礎
12月20日(ri),國務院常務會議(yi)(yi)召(zhao)開。會議(yi)(yi)部署(shu)深(shen)入(ru)抓好穩(wen)(wen)經(jing)濟一攬子(zi)政策措施落地見效,推動經(jing)濟鞏固回穩(wen)(wen)基礎、保(bao)(bao)持運行在合理區間;確定加強重點(dian)商(shang)品保(bao)(bao)供穩(wen)(wen)價措施,保(bao)(bao)障群眾生(sheng)活需求;部署(shu)持續做好穩(wen)(wen)就業保(bao)(bao)民生(sheng)工作,兜牢民生(sheng)底(di)線。
會(hui)議指(zhi)出,今年(nian)穩(wen)(wen)(wen)(wen)就業(ye)穩(wen)(wen)(wen)(wen)物價(jia)、穩(wen)(wen)(wen)(wen)住經濟(ji)(ji)(ji)(ji)大盤的(de)工作成果(guo),來之(zhi)極為不(bu)易。當(dang)前經濟(ji)(ji)(ji)(ji)運行保持(chi)恢復(fu)和回穩(wen)(wen)(wen)(wen)態勢,但基礎還不(bu)牢固。要(yao)落實中央經濟(ji)(ji)(ji)(ji)工作會(hui)議精(jing)神,貫徹黨中央、國務院(yuan)部署,更好統籌(chou)疫情防控和經濟(ji)(ji)(ji)(ji)社會(hui)發展,著力做好穩(wen)(wen)(wen)(wen)增長、穩(wen)(wen)(wen)(wen)就業(ye)、穩(wen)(wen)(wen)(wen)物價(jia)工作,保持(chi)經濟(ji)(ji)(ji)(ji)運行在合理區(qu)間,促進經濟(ji)(ji)(ji)(ji)進一步回穩(wen)(wen)(wen)(wen)向(xiang)好、實現明年(nian)好的(de)開局。
會(hui)議指出(chu),實(shi)(shi)施(shi)(shi)穩(wen)經(jing)(jing)濟(ji)(ji)一(yi)攬子政策和(he)接續措施(shi)(shi),為(wei)應對超預期因(yin)素沖擊、推(tui)(tui)動經(jing)(jing)濟(ji)(ji)運行由下滑轉(zhuan)為(wei)回穩(wen)發(fa)揮了重(zhong)要支撐作(zuo)用(yong)。這些政策措施(shi)(shi)仍有(you)(you)釋放(fang)效(xiao)(xiao)應空間,特別是(shi)重(zhong)大(da)項(xiang)目(mu)建(jian)設(she)和(he)設(she)備更(geng)新(xin)改(gai)(gai)造,在當前和(he)未來一(yi)段時間對擴投資(zi)帶(dai)消費(fei)仍將發(fa)揮重(zhong)要作(zuo)用(yong)。現在工作(zuo)做好(hao)(hao)了對明(ming)年穩(wen)增(zeng)長也會(hui)起(qi)更(geng)多(duo)(duo)成效(xiao)(xiao),要抓住時間窗口,狠抓政策落(luo)(luo)實(shi)(shi)。一(yi)是(shi)對落(luo)(luo)實(shi)(shi)穩(wen)經(jing)(jing)濟(ji)(ji)一(yi)攬子政策措施(shi)(shi),抓好(hao)(hao)填平補齊,確保(bao)全面(mian)落(luo)(luo)地。二是(shi)推(tui)(tui)動重(zhong)大(da)項(xiang)目(mu)建(jian)設(she)和(he)設(she)備更(geng)新(xin)改(gai)(gai)造形成更(geng)多(duo)(duo)實(shi)(shi)物工作(zuo)量,符合(he)(he)冬季施(shi)(shi)工條(tiao)件的項(xiang)目(mu)不(bu)(bu)得停工。三是(shi)堅持(chi)“兩個毫不(bu)(bu)動搖(yao)”,支持(chi)民營(ying)企(qi)業提(ti)振(zhen)信(xin)心、更(geng)好(hao)(hao)發(fa)展(zhan)。支持(chi)平臺(tai)經(jing)(jing)濟(ji)(ji)健康持(chi)續發(fa)展(zhan)。結(jie)合(he)(he)實(shi)(shi)際(ji)促(cu)進服務消費(fei)有(you)(you)序恢復。落(luo)(luo)實(shi)(shi)支持(chi)剛性和(he)改(gai)(gai)善(shan)性住房(fang)需求、保(bao)交樓和(he)房(fang)企(qi)融(rong)資(zi)等(deng)16條(tiao)金融(rong)政策。為(wei)國際(ji)貿易投資(zi)洽(qia)談(tan)提(ti)供最大(da)程度便(bian)利。隨著(zhu)優化調(diao)(diao)整疫情防控措施(shi)(shi)的有(you)(you)序推(tui)(tui)進落(luo)(luo)實(shi)(shi),要統籌協調(diao)(diao)保(bao)持(chi)經(jing)(jing)濟(ji)(ji)回穩(wen)態勢,為(wei)明(ming)年經(jing)(jing)濟(ji)(ji)增(zeng)長打(da)好(hao)(hao)基礎。會(hui)議強調(diao)(diao),近期有(you)(you)關部門(men)要再次督導(dao)地方(fang)落(luo)(luo)實(shi)(shi)穩(wen)經(jing)(jing)濟(ji)(ji)一(yi)攬子政策措施(shi)(shi),扛起(qi)發(fa)展(zhan)是(shi)第一(yi)要務的責任,推(tui)(tui)進“放(fang)管服”改(gai)(gai)革,協調(diao)(diao)解決(jue)困(kun)難和(he)問題。
會議指(zhi)出,在全球高通脹背景下(xia),今年我國物(wu)(wu)價保(bao)(bao)持平穩(wen)(wen)。元旦春節臨近,要(yao)繼續抓好生(sheng)活品保(bao)(bao)供穩(wen)(wen)價。一(yi)要(yao)保(bao)(bao)障交通物(wu)(wu)流暢通,盡(jin)快(kuai)解決(jue)有(you)的地方(fang)物(wu)(wu)流“最后一(yi)公里”不(bu)暢問(wen)題。二要(yao)壓實(shi)“米袋子”省長負(fu)責制、“菜籃子”市長負(fu)責制,確保(bao)(bao)“雙節”重(zhong)要(yao)民生(sheng)商品供應充足(zu)和物(wu)(wu)價平穩(wen)(wen)。切實(shi)保(bao)(bao)障群眾(zhong)(zhong)防(fang)疫和醫(yi)療物(wu)(wu)資需求,支(zhi)持相(xiang)關企業開足(zu)馬力生(sheng)產,并加強國際合作,合理進口(kou)急需品。三要(yao)確保(bao)(bao)生(sheng)活生(sheng)產用能(neng)和群眾(zhong)(zhong)溫暖過冬(dong)。
會議指出,今年新(xin)增城鎮就(jiu)(jiu)業(ye)(ye)1200萬人(ren),但當前穩就(jiu)(jiu)業(ye)(ye)壓力依(yi)然較大(da),要進(jin)一(yi)步抓(zhua)實(shi)(shi)(shi)穩就(jiu)(jiu)業(ye)(ye)保民(min)生。一(yi)是突出保市場主體(ti)穩就(jiu)(jiu)業(ye)(ye),落實(shi)(shi)(shi)好助企紓困、穩崗(gang)拓崗(gang)各項(xiang)舉措。二是扎實(shi)(shi)(shi)做好大(da)學畢(bi)業(ye)(ye)生就(jiu)(jiu)業(ye)(ye)工(gong)作。三是集(ji)中(zhong)整(zheng)治拖(tuo)欠農民(min)工(gong)工(gong)資問題,幫助農民(min)工(gong)節(jie)后及時(shi)返崗(gang)。四(si)是支持以創業(ye)(ye)帶就(jiu)(jiu)業(ye)(ye)。五是做好困難(nan)群(qun)眾生活保障(zhang),該擴圍(wei)的擴圍(wei),及時(shi)足額發放低保等各類(lei)救(jiu)(jiu)助金(jin)。六是對因疫困難(nan)群(qun)眾予以臨時(shi)救(jiu)(jiu)助,情況緊急(ji)的先行救(jiu)(jiu)助,戶(hu)籍(ji)不在本地的由急(ji)難(nan)發生地直接(jie)救(jiu)(jiu)助。切實(shi)(shi)(shi)保障(zhang)受災困難(nan)群(qun)眾基(ji)本生活。
國家發改委、國家能源局:2023年電力中長期合同占比應高于上年電量80%,各地優先給與煤炭和運力保障
日前,國(guo)(guo)家發改委、國(guo)(guo)家能(neng)源局聯合發布《關于做好2023年電力中長(chang)期(qi)合同簽(qian)訂履約工(gong)作的通(tong)知》(以下簡(jian)稱《通(tong)知》。)
《通(tong)知》指出,堅持(chi)電(dian)(dian)(dian)力(li)中長(chang)(chang)期(qi)合同(tong)高(gao)比例簽(qian)(qian)約(yue)(yue)。市(shi)場化電(dian)(dian)(dian)力(li)用戶2023年(nian)年(nian)度中長(chang)(chang)期(qi)合同(tong)簽(qian)(qian)約(yue)(yue)電(dian)(dian)(dian)量(liang)(liang)應高(gao)于(yu)(yu)上(shang)一(yi)(yi)年(nian)度用電(dian)(dian)(dian)量(liang)(liang)的(de)80%,并通(tong)過后續季度、月(yue)度、月(yue)內合同(tong)簽(qian)(qian)訂(ding)(ding),保(bao)障(zhang)全(quan)年(nian)中長(chang)(chang)期(qi)合同(tong)簽(qian)(qian)約(yue)(yue)電(dian)(dian)(dian)量(liang)(liang)高(gao)于(yu)(yu)上(shang)一(yi)(yi)年(nian)度用電(dian)(dian)(dian)量(liang)(liang)的(de)90%。燃煤(mei)(mei)發電(dian)(dian)(dian)企(qi)業(ye)2023年(nian)年(nian)度中長(chang)(chang)期(qi)合同(tong)簽(qian)(qian)約(yue)(yue)電(dian)(dian)(dian)量(liang)(liang)不低于(yu)(yu)上(shang)一(yi)(yi)年(nian)實(shi)際(ji)發電(dian)(dian)(dian)量(liang)(liang)的(de)80%,月(yue)度(含月(yue)內)及以上(shang)合同(tong)簽(qian)(qian)約(yue)(yue)電(dian)(dian)(dian)量(liang)(liang)不低于(yu)(yu)上(shang)一(yi)(yi)年(nian)實(shi)際(ji)發電(dian)(dian)(dian)量(liang)(liang)的(de)90%。水電(dian)(dian)(dian)和新能源占比較高(gao)省份(fen)簽(qian)(qian)約(yue)(yue)比例可適當放寬(kuan)。對于(yu)(yu)足(zu)額簽(qian)(qian)訂(ding)(ding)電(dian)(dian)(dian)力(li)中長(chang)(chang)期(qi)合同(tong)的(de)煤(mei)(mei)電(dian)(dian)(dian)企(qi)業(ye),各地應優先協(xie)調給予煤(mei)(mei)炭和運力(li)保(bao)障(zhang),支(zhi)撐電(dian)(dian)(dian)力(li)中長(chang)(chang)期(qi)合同(tong)足(zu)額履約(yue)(yue)。
《通知》指出,各(ge)(ge)地政府主(zhu)管部門(men)要會(hui)同電(dian)(dian)(dian)網企業、電(dian)(dian)(dian)力(li)交易(yi)機構,根據電(dian)(dian)(dian)源結(jie)(jie)構變化(hua)、近(jin)三年(nian)電(dian)(dian)(dian)力(li)供需形勢及電(dian)(dian)(dian)力(li)現貨市場試(shi)運行計劃(hua)(hua),考慮2023年(nian)本地區電(dian)(dian)(dian)力(li)供需形勢,進一步優化(hua)時段劃(hua)(hua)分(fen)方式,交易(yi)時段數量由3—5段增加至5段以上(shang),結(jie)(jie)合各(ge)(ge)地實際(ji)用電(dian)(dian)(dian)負荷與(yu)新能(neng)源出力(li)特性,按需明(ming)確劃(hua)(hua)分(fen)尖峰、深(shen)谷時段。
《通知》指出(chu),引導市(shi)場(chang)交(jiao)(jiao)易(yi)電(dian)(dian)價(jia)(jia)(jia)充分(fen)反映成本變化(hua),合理拉大峰(feng)谷價(jia)(jia)(jia)差,在日內平(ping)段(duan)價(jia)(jia)(jia)格(ge)(ge)(ge)和加權平(ping)均交(jiao)(jiao)易(yi)價(jia)(jia)(jia)格(ge)(ge)(ge)均不超過國家允許的價(jia)(jia)(jia)格(ge)(ge)(ge)浮(fu)動范圍(wei)的前提下,鼓勵探索自行約定日內各時(shi)段(duan)價(jia)(jia)(jia)格(ge)(ge)(ge);健全高耗(hao)(hao)能(neng)企(qi)(qi)(qi)業(ye)市(shi)場(chang)交(jiao)(jiao)易(yi)電(dian)(dian)價(jia)(jia)(jia)形成機制,高耗(hao)(hao)能(neng)企(qi)(qi)(qi)業(ye)交(jiao)(jiao)易(yi)價(jia)(jia)(jia)格(ge)(ge)(ge)不受(shou)燃煤基準價(jia)(jia)(jia)上(shang)浮(fu)20%限制。高耗(hao)(hao)能(neng)企(qi)(qi)(qi)業(ye)與其他企(qi)(qi)(qi)業(ye)同場(chang)交(jiao)(jiao)易(yi)的,供應緊(jin)張時(shi)可優先出(chu)清其他企(qi)(qi)(qi)業(ye)交(jiao)(jiao)易(yi)電(dian)(dian)量;完(wan)善(shan)綠電(dian)(dian)價(jia)(jia)(jia)格(ge)(ge)(ge)形成機制,鼓勵電(dian)(dian)力用戶與新能(neng)源(yuan)企(qi)(qi)(qi)業(ye)簽訂年度及以上(shang)的綠電(dian)(dian)交(jiao)(jiao)易(yi)合同,為新能(neng)源(yuan)企(qi)(qi)(qi)業(ye)鎖定較長周(zhou)期并且穩定的價(jia)(jia)(jia)格(ge)(ge)(ge)水平(ping)。
《通知》指(zhi)出,按時完成中(zhong)(zhong)長(chang)(chang)期(qi)(qi)合(he)(he)同(tong)簽訂(ding)工(gong)作。各地要充分考(kao)慮市(shi)場建(jian)設進度(du)及市(shi)場主體承(cheng)受能力,做好組織協調,穩步推動(dong)(dong)中(zhong)(zhong)長(chang)(chang)期(qi)(qi)合(he)(he)同(tong)簽訂(ding)工(gong)作,避免市(shi)場價格大幅波動(dong)(dong)。在時段劃(hua)分段數、偏差結(jie)算機制、交易頻次和周(zhou)期(qi)(qi)等方面分階段推進實施,與(yu)現貨市(shi)場建(jian)設有(you)效銜(xian)接(jie)。各地應在12月20日前(qian)完成2023年(nian)年(nian)度(du)中(zhong)(zhong)長(chang)(chang)期(qi)(qi)合(he)(he)同(tong)簽訂(ding)工(gong)作,并于年(nian)底(di)前(qian)向國(guo)家(jia)發(fa)展改革委、國(guo)家(jia)能源局報送2023年(nian)年(nian)度(du)中(zhong)(zhong)長(chang)(chang)期(qi)(qi)合(he)(he)同(tong)簽訂(ding)情況。

寧夏:建設信用信息共享應用體系 力爭3年金融信貸服務25萬家中小微企業
日前,寧(ning)夏(xia)自治區人民政(zheng)府辦(ban)公廳印發了(le)《建(jian)設寧(ning)夏(xia)信用信息共(gong)享應用體系(xi)促進(jin)中(zhong)小微企業融(rong)(rong)資(zi)的(de)實施方案》(以下(xia)簡稱《實施方案》),建(jian)設信用信息共(gong)享應用體系(xi),緩解中(zhong)小微企業融(rong)(rong)資(zi)難融(rong)(rong)資(zi)貴問題,推進(jin)金(jin)融(rong)(rong)資(zi)源向中(zhong)小微企業傾斜。
《實(shi)施方案(an)》提出,通(tong)過5年(nian)(nian)的努力,全區深(shen)度貫通(tong)、高效對接、以信促貸(dai)的“1個(ge)數據(ju)中心(xin)+N個(ge)服(fu)務平臺(tai)+X個(ge)金融機構”信用(yong)信息共享(xiang)應(ying)用(yong)體(ti)系基本建立。力爭3年(nian)(nian)新增信用(yong)貸(dai)款500億、服(fu)務25萬(wan)家中小微(wei)企(qi)業(ye)(包(bao)括個(ge)體(ti)工商戶),5年(nian)(nian)新增信用(yong)貸(dai)款1000億、服(fu)務30萬(wan)家中小微(wei)企(qi)業(ye)(包(bao)括個(ge)體(ti)工商戶)。

《實施方(fang)案》還提(ti)出,各級(ji)融資(zi)信(xin)用(yong)服務平(ping)臺要建(jian)立完(wan)(wan)善(shan)中(zhong)小微企(qi)(qi)(qi)(qi)業信(xin)用(yong)評(ping)(ping)價指標體(ti)系,對(dui)中(zhong)小微企(qi)(qi)(qi)(qi)業開展全覆蓋(gai)信(xin)用(yong)評(ping)(ping)價,供銀(yin)行等接(jie)入機構參考使用(yong)。鼓(gu)勵接(jie)入機構根據自身(shen)業務特點和(he)市場定位,充(chong)分利用(yong)內外部(bu)信(xin)息(xi)資(zi)源,完(wan)(wan)善(shan)信(xin)用(yong)評(ping)(ping)價模型,強化企(qi)(qi)(qi)(qi)業信(xin)用(yong)畫像、關聯(lian)分析,實現融資(zi)精準(zhun)對(dui)接(jie)、有效(xiao)風控,對(dui)中(zhong)小微企(qi)(qi)(qi)(qi)業進行精準(zhun)“畫像”。

日(ri)前,浙江省人社(she)廳(ting)等四(si)部門聯合發布《關(guan)于做(zuo)(zuo)好(hao)元旦春節(jie)期間(jian)企業(ye)穩工穩產并開展對留(liu)(liu)浙過(guo)年(nian)省外(wai)員(yuan)工溫暖關(guan)愛(ai)行動(dong)的通知》(下稱《通知》),《通知》中提出18條舉措(cuo),進一步做(zuo)(zuo)好(hao)企業(ye)穩工穩產工作(zuo),加強對留(liu)(liu)浙過(guo)年(nian)省外(wai)員(yuan)工的生活保障。
《通(tong)知》明確,要切實做好重點企業重大(da)項目重大(da)工程(cheng)穩(wen)工穩(wen)產。各地應通(tong)過開(kai)展各種形(xing)式(shi)的(de)“送(song)溫暖、送(song)政策、送(song)服務”活動,引導和(he)鼓勵企業員工、重點項目建設者自愿堅守崗位(wei)、就地過節(jie)。
《通(tong)知》提出,各地(di)應大(da)力開展送溫暖(nuan)送關(guan)愛活動(dong),靈活安排職工(gong)(gong)(gong)在崗培訓(xun),落(luo)實(shi)好工(gong)(gong)(gong)資、休假等待遇保障,切實(shi)為留(liu)浙過年省(sheng)(sheng)外員工(gong)(gong)(gong)解(jie)決實(shi)際(ji)困難(nan)。當地(di)政府可結合實(shi)際(ji),對春節期間留(liu)工(gong)(gong)(gong)的(de)企業,按外省(sheng)(sheng)籍參保員工(gong)(gong)(gong)每人(ren)不(bu)低于500元的(de)標準發放一次(ci)性留(liu)工(gong)(gong)(gong)補(bu)助。
《通知》指(zhi)出,支持階段性(xing)用工(gong)需求(qiu)量(liang)較(jiao)大的(de)企(qi)業(ye)(ye)與(yu)富余(yu)員(yuan)工(gong)較(jiao)多的(de)企(qi)業(ye)(ye)開(kai)展余(yu)缺調劑,對缺工(gong)比較(jiao)嚴重的(de)企(qi)業(ye)(ye)實(shi)行清單式管理(li),安排專人跟進(jin)幫(bang)扶。此外,繼(ji)續實(shi)施階段性(xing)降低失業(ye)(ye)保(bao)險費率政(zheng)策,落實(shi)社(she)保(bao)費緩繳、社(she)保(bao)補貼(tie)、培訓補貼(tie)等減負穩崗擴(kuo)就業(ye)(ye)政(zheng)策。政(zheng)府有關(guan)部(bu)門要(yao)保(bao)障各類要(yao)素穩定(ding)供應(ying)。
各(ge)地(di)(di)要(yao)提前謀劃、關口前移,制(zhi)定工(gong)作預案,對(dui)節后返(fan)(fan)崗招工(gong)可(ke)(ke)能存在(zai)的問(wen)題和(he)困難做好充足準(zhun)備。充分利用大數據,及時(shi)掌握企業開復工(gong)和(he)員工(gong)返(fan)(fan)崗情況(kuang)。對(dui)企業支出(chu)的點(dian)對(dui)點(dian)接(jie)返(fan)(fan)服務包車費用,各(ge)地(di)(di)可(ke)(ke)給予不低于(yu)50%的補助(zhu)。對(dui)跨省就業的脫貧人口按規定發放一次性交通補助(zhu)。
廣西:2023年新增工業項目用地不低于40%為“標準地”,促進土地要素高效配置
近日,廣西印發《關于推進工(gong)業(ye)項目“標(biao)(biao)準(zhun)地(di)(di)”改革(ge)的指導意(yi)見(jian)》(以下簡稱《意(yi)見(jian)》),提出到(dao)2023年底(di)(di)和(he)2024年底(di)(di),自(zi)治區級(ji)以上產業(ye)園區新(xin)增工(gong)業(ye)項目用地(di)(di)按“標(biao)(biao)準(zhun)地(di)(di)”供(gong)應比例分別不低于40%和(he)70%;自(zi)2025年起,國家級(ji)和(he)自(zi)治區級(ji)產業(ye)園區新(xin)增工(gong)業(ye)用地(di)(di)原則上全部(bu)按“標(biao)(biao)準(zhun)地(di)(di)”供(gong)應。
《意見》明確,推(tui)進工業(ye)項目(mu)(mu)“標準地(di)(di)”改革的實施范圍是國(guo)家(jia)級(ji)和(he)自治區(qu)(qu)級(ji)產業(ye)園區(qu)(qu)。廣西將通過(guo)開(kai)展“標準地(di)(di)”區(qu)(qu)域評估和(he)普查、構建“標準地(di)(di)”控制指標體系等(deng)六大重(zhong)點任務,全面簡化、優化工業(ye)項目(mu)(mu)用地(di)(di)審批(pi)程序,促(cu)進土(tu)地(di)(di)要素(su)精(jing)準高效配置,促(cu)進工業(ye)項目(mu)(mu)快落地(di)(di)、早達產。
《意見(jian)》提出(chu),創(chuang)新“標(biao)準(zhun)地(di)”彈性(xing)供應方(fang)式(shi),鼓勵(li)采取(qu)長期租賃、先(xian)租后讓、租讓結合(he)(he)、彈性(xing)年(nian)期出(chu)讓等方(fang)式(shi)供應工(gong)業(ye)用地(di);創(chuang)新“標(biao)準(zhun)地(di)”混(hun)(hun)合(he)(he)供應方(fang)式(shi),鼓勵(li)工(gong)業(ye)項(xiang)目(mu)(mu)“標(biao)準(zhun)地(di)”與研發、辦公(gong)、商服等功能用途互利(li)的用地(di)混(hun)(hun)合(he)(he)供應,共(gong)享服務設施;創(chuang)新“標(biao)準(zhun)地(di)”競價(jia)供應方(fang)式(shi),鼓勵(li)企(qi)業(ye)通(tong)過競報固定資(zi)產(chan)投資(zi)強(qiang)度、畝均(jun)稅收等指標(biao),競買(mai)項(xiang)目(mu)(mu)用地(di)。
同時,《意見》還(huan)提出要創新“標準(zhun)地(di)(di)”立體(ti)供(gong)應方(fang)式,綜合確定地(di)(di)上(shang)地(di)(di)下空(kong)間規劃建設(she)條(tiao)件及控制(zhi)指標并(bing)納入供(gong)地(di)(di)方(fang)案,實(shi)現地(di)(di)上(shang)地(di)(di)表地(di)(di)下“立體(ti)供(gong)應”;支持以土地(di)(di)使用(yong)權作價出資或者入股方(fang)式,供(gong)應標準(zhun)廠房、科技(ji)孵化器用(yong)地(di)(di)。

廣東市(shi)(shi)場監管(guan)創(chuang)新做法(fa)取(qu)得了豐碩成(cheng)果。截至2022年11月(yue)底,全(quan)省(sheng)實有(you)各(ge)類(lei)市(shi)(shi)場主體1623.44萬(wan)(wan)戶,較上年末增長6.35%。至10月(yue)底,發明專(zhuan)(zhuan)利有(you)效量、商標有(you)效注(zhu)冊(ce)量分別達到52.31萬(wan)(wan)件(jian)和757.1萬(wan)(wan)件(jian),PCT國際(ji)專(zhuan)(zhuan)利申(shen)請量累(lei)計達25.21萬(wan)(wan)件(jian)。“商事登記確認(ren)制(zhi)試點”、“粵(yue)港澳大灣區市(shi)(shi)場主體登記一(yi)體化”、“‘一(yi)照通行’涉企(qi)審批(pi)服務改革(ge)試點”等5項改革(ge)舉措(cuo)獲國務院督查激勵(li)。
